Senate Bill 10-191 requires all certified educators and specialized service professionals (SSPs) to have an evaluation that is 50% teacher performance (CITE 1 - 5) and 50% student performance (CITE 6). The 2015 - 2016 school year marked the first full implementation of CITE 6, meaning all educators and SSPs received both an effectiveness rating for CITE 1 -5, and an overall effectiveness rating for CITE 1 - 6. The overall effectiveness rating is the portability score reported to the state and is the score educators and SSPs "take" with them if they move to a new district, hence the term, "portability score."

The overall effectiveness rating works as follows:

All educators and SSPs receive an effectiveness rating of one, two, three, or four for CITE 1 - 5. In addition, educators and SSPs receive a CITE 6 score rating of one, two, three, or four. These two scores are added together. The score is then divided by two to represent the required 50% teacher performance and 50% student performance. All numbers are rounded to a whole number. Normal rounding rules apply.

An example is:

Someone earns a CITE 1 - 5 rating of two, and a CITE 6 score of three.

2 + 3 = 5 divided by 2 = 2.5 rounded to 3.

The overall portability score would be a 3.

Supports to Measures of Student Learning/Student Outcomes include this website, ongoing leadership support at leadership meetings, embedded trainings and professional development at individual schools, individual teacher support, specific trainings for specialized service professionals and leads, and other sessions as requested.
